Dear Ladies and Gentleman,
State Farm, the largest automobile insurance carrier of the United States submitted the draft “Drive Safe and Save” in California that uses the On-Star infrastructure, although in this case are provided alternatives for users who do not have this exclusive GM service.
I interpret this as a defensive measure to the increase in the penetration rate of the Progressive’s MyRate project and the uncertainties of infringing Progressive’s patents with a more developed product.
Either way, it provides us a good opportunity to reflect on the extraordinary potential posed by more than 5 million vehicles equipped with the OnStar system to develop a PAYD project, provided that strictly respects the privacy of the customers, an aspect that is essential for GM.
In my last Spanish blog, I explained the different concepts of UBI billing that are having repercussion in Europe. In particular they are the Progressive’s models with MyRate, AVIVA with the two versions of the “Pay As You Drive” and Sara with its “SaraFreeKm”.

In the last blog we noticed the success of the PAYD system in France, especially Amaguiz. As a consequence, the CNIL, administrative authority responsable of protecting privacy and personal data, has made some comments on the points that should be respected. Since the information is in French, I do a little summary.
– You can not register any kind of legal infraction
– The CNIL has no objection to insurance companies access to mileage data, vehicle usage time and duration of journey.
– The speed can only be registered in their average value, assuming that the insurance company has an interest in acquiring it.
– If the equipment can not be disconnected by the user, it must be special and specifically informed about this aspect. The CNIL recommends to have a private mode.
– If location information is used, it is recommended that processing is done in the terminal itself. If that is not possible, the service provider should process this information, sending to the insurance company only summarized information and must destroy the personality of the data.
– The position information should not be accessible by the user in case of theft to avoid a possible direct intervention.
– The detection of an accident only serve to trigger the emergency public services.
It seems that the model of Coverbox-Wunelli, telematics platform on which you can contract with several insurance companies is having success and there are many imitators eg Greenroad and Insurethebox. Intelligent Mechatronic System also probably is going in this direction. In fact this type of offer is not very different from the “Low Mileage Discount” option of OnStar.
One of the most interesting niche for UBI are the accidents during working or when going to work. In this case the company and profesionals has multiple motivations for aiming to reduce the number of incidents and encourage more efficient use of the vehicle. Little by little they are launching activities in this regard.
