I have upgraded the information of the site “Pay as you drive” Directory.

Recently I had the opportunity to present a report on the current state of the projects “Pay As You Drive” in the Global Internet Congress 2006, where I exposed the reasons for which the leadership of this project was being assumed by technology companies, especially of telecommunications. This presentation made me remember the history of this project. Only one or two years ago it was clear that the trinomial formed by Progressive, Norwich Union and IBM would be the companies that would develop this technology, and directly themselves or with strategic agreements with other companies, would lead this market at world level.

Maybe because Progressive and Norwich have captive their market because of their patent and they don’t need to assume unnecessary risks. Maybe because the strategic alliance of a insurance company with a technology company presents more difficulties of the imaginable ones. The consequence is that they are being too slow.

It is curious to verify that as much in England as in United States there are very few private initiatives in these topics, while one observes a great implication of the state. In the novelties of this month you can see some documents in this respect………..

Now the private initiative is located in countries like Canada, Germany, Italy, South africa, Japan or Israel.

I have upgraded the information of the site “Pay as you drive” Directory.

The most prominent novelty besides that Norwich will enlarge its tests to 35.000 more vehicles, is the interest that this Project has wakened up among the comunications companies. (It is necessary to say that Orange already saw it several years ago).

A new telephony technology is being intruduce in Europe and the net of GSM repeaters would be in disuse.

The comunications companies want to maintain this infrastructure for the transmission of information Machine to Machine M2M. The project “Pay as you drive”, fits perfectly with this concept. Because of the synergies that it has with other activities.

The clearest promoter in this idea is T-System (which belongs to Deutsche Telekom) and which is also the company that develops and exploits the electronic toll of vehicles of transport system in Germany.

Todd Alexander Litman, without doubt one of the biggest expert in the world on this topic, will be in Europe at the end of September in order to participate in some eventoe, the first of them in Madrid.

Dear gentlemen:

 

    I have upgraded the “Pay as you drive” directory site. The most important news are:

 

    The United Arab Emirates have started one of the most ambitious traffic control projects in the world. They try to reduce their impressive amount of deaths in traffic accidents, to improve public security and to develop its own technology in emergent markets.

 

   Obviously the circumstances founded in the UAE can only be repeated in a very limited number of countries but, in any way, it will have the following repercussions:

 

 – His partner, IBM, is improving his position in this market, especially if we keep in mind his participation in the successful project in Stockholm. A situation a little unfair for Norwich which is the one that, after all, has financed the bases of these projects.

 

– It will allow to prove the system with hundred of thousands of vehicles, instead of the thousands of units that are being proved at this moment.

 

– It opens new application possibilities. We knew the antecedent of South Africa, where the individual security is an important factor of the project (it breaks our heart the description of its market that makes Skytrax), but nobody thought about it as state security.

 

– It is possible that the companies and the technologies are global, but the problems aren’t, and consequently the solutions neither. 

 

    From our perspective of countries with a liberal concept of the State, these applications are very shocking. As shocked as the CERT people will be, knowing that the leaders of the developed countries don’t show any interest in the influence of this system in the reduction of the traffic accidents. Fortunately there are exceptions as Kathleen Van Brempt. And however, politicians seem to be expectant and excited with the possibility to use it as tool to charge taxes.

 

    This has grown so much and so quickly that the Federal Data Protection Commissioner in Germany, Peter Schaar has been forced to clarify what is legal or not and where are the limits that we can’t exceed. This will help us to find the correct way which we had lost, dazzled by the possibilities that the current technology offered.

 

    Now, it seems advisable to read attentively the comments of Mr. Schaar to define correctly which information has to be processed and where. And which can be transmitted and how has to be stored.

    A recent study of the Independent Transport Commission corroborates the theories of Allinstan, about the Road Charge System. It doesn’t apear to be another comparable alternative effectiver to rationalize the use of the automobile. This system leds also the “Pay as you drive” Insurance.

Dear gentlemen:

 

I have upgraded the information of the site Pay as you drive directory.

 

Siemens is, without any doubt, the company with better internal synergies to lead this project. The presentation of their solution, first in the 3 GSM Word Congress and later on in the CeBit, has been a little rushed and probably doesn’t have another objective that to test the market and to avoid Central European insurance companies to look for solutions with other technical partners.

We should not forget that the project “Pay as you drive” is not suported by the leader insurance companies. Moreover for the small companies, which are those that can take advantage of its segmentation capacity, is technological and economically inviable. The option presented by Siemens could break this vicious circle.

On the other hand Siemens will have a great influence in the definition of the future European system of payment for use of infrastructures (IP/05/1614) which is the one that will really define the technology that will dominate the European market in the future.

 

Regarding the project of Norwich, Progressive and IBM, (Business on demand = Business at your demand expenses) I am preparing an information that I will send you as soon as posible.
