The telematics companies, which
are suffering an atrocious competition, are approaching to the application PAYD because of the success of Octotelematics in Europe and of Progressive in USA. However their marketing strategy, based on technological or on cost competitive advantages, are finding the indifference of the insurance companies whose problems and uncertainties don’t have nothing in common with the messages that they receive from the technology companies. Allow me just a joke. One things on the one that I have frequently insisted is the fact that in Europe all the solutions have been following the path marked by Norwich and its PAYD and nobody the defined one by Progressive with its MyRate (former Tripsense). Well, AXA is experiencing now in Belgium on a solution of this type with young drivers. With this, they are already 4 (or 5) the PAYD projects that AXA is developing simultaneously in Europe.
Although any official information has been yet published, presumably there was produced a massive rejection to the Road Charge in the survey organized by the ANWB in Netherland. We only know that it has been answered by 429.436 persons on a total population of 16.6 millions. This rejection would suppose the definitive death of this solution which was already gravely wounded in a similar characteristics rejection in England. It seems clear that no politician will dare to bet for this solution again. The Road Tax will have to be structured on number plate recognition, RFID and similar short range solutions and not with a telematics device installed in the vehicle.
The road charge has supposed a trap for the applications PAYD. Both concepts were technologically equivalent and many companies, among them Norwich Union and many German and Dutch companies had been waiting to develop their solution taking advantage of the synergies with the Road Charge project. In general the interference of the Road Charge would can have supposed a delay of more than 2 years for the applications PAYD, but for some companies it can have supposed more than 4 years, that means they were in an enviable situation to participate in the development of PAYD applications and now are in the same situation that anyone who wants to start.
Regarding technical publications I would recommend you my last Blog in Spanish, where I have summarized the PAYD projects evolution, an interesting publication of the Swedish National Road and Transport Research Institute and a publication about costs for the insurance companies of the fraud and the incorrect estimate of risks.
