In my last Blog in Spanish, I exposed a few basic recommendations for insurance companies interested in starting some activity in projects “Pay as you drive”.
It is always convenient to keep in mind the main arguments against the project, to make sure that we have them satisfactorily resolved.
A technically outstanding information is the study carried out by Tomer Toledo of the Transportation Research Institute.
Talking about politics, without any doubt, the main news the new normative in California which is convenient to study in all detail.
At the present time we meet with several political problems, such as the control of emissions of CO2, the necessity to start substitute other systems for fuel taxes (being ahead to the imminent commercialization of electric vehicles), the necessities to finance the transport infrastructures and of getting a more efficient use of the same ones, the simplification in payment systems for access or parking and even to guarantee the physical security of the citizens.

Several governments have reached the conclusion that the obvious solution for these problems is the obligatory installation of a telematic system in order to be able to track every vehicle. But this solution collides with a tremendous problem as for the respect of the privacy of the citizens.
In this context we have to interpret that tribunals have blocked the mandate of installing telematic systems in Brazil, the Dutch government’s decision, the concern in England or even the resistance in some North American states to admit the Progressive system which doesn’t use localization information at all.
Regarding this last one, it continues advancing and already is available in 16 states. I have not still been able to have any information about their acceptance, but in a recent interview Susan Rouser said that this system was chosen by 25% of the objective market. The niche to which are focused this product will be as 10% of the general market. This means that the product will reach a short term share market of 2,5% that they will add to the quota of 7% of the market that has already Progressive.
